If you have subpopulations that are different, it's possible to have trends one way in each group and the other way in the overall population. If, over the next decade, the IQs of Whites and Blacks went up by 5 points each but the Black population also doubled during this time, then at the end of the day the average American IQ decreased.
Saw this last year in a big UN report on human height. Global average decreased, media went with the "human health and nutrition is on the decline angle". Better angle would have been "European population shrinking, Indian population exploding."

The countries with the lowest average IQ scores are all full of BIPOCs and it's chalked up to their low education. Whether or not you personally agree that's what these professional paper writers have to assume because it's polite or something. Race isn't necessarily even noteworthy here, most likely these differences in ability scores were indeed present regardless of race, i.e. they got dumber compared to people of their own subset/race in the past. Or else it would mean one race or ethnicity has defied this over-all trend and has secretly gotten smarter while the others got stupider. Not impossible but Idk.
They should have kept gender out of that sentence as well and just left it to age and education tbh but I guess it's not that deep.

It's not like they're not controlling for race and other stuff like the mother's education level or socioeconomic factors. That's just not what the study is concerned with that much bc no matter how you slice it people are scoring lower on these tests than their counterparts have in the past.
