I have an issue with anyone who deliberately wants to bring a 16 year old home, but there's also a grey area where I could understand someone doing it mistakenly. Age isn't an exact measurement of how puberty hits someone, just a ballpark estimate. We didn't evolve to count age, we evolved to look for secondary sexual characteristics.

That said, its better that we defer to the simple letter of the law for this, otherwise you'll end up with guys trying to argue that 12 year old was "mature" for her age.
