Dating someone who admitted they've had all their devices seized by the fbi
Been seeing a guy for a few months and he just admitted he had all of his electronic devices seized by the FBI about 3 years ago due to his IP appearing to have visited a list of child sexual abuse material websites. He insists he is innocent and that another man in his area was raided at the same time as some Vpn or something was taking IPs from this area to use to access these websites. He then changed his story and said he was framed by this tech guy who hates him. He says he is definitely innocent as his devices were seized almost 4 years ago and he still hasn't had any charges. Don't know how to proceed or approach this. How likely what he is saying is true?

Is it even technically illegal to just browse stuff like that on some dark web 4chan equivalent? I always imagined they are only going for people who distribute it, like drugs. But admitedly I'm not that knowledgeable on this or ever felt the need to consider it.
And let's not mention that they aren't tracking you down through TOR if you never contributed to it in any way, I think when they busted people for anything dark web related they always tracked transaction through cryptos or waited the owner to slip up in some way to be able to connect them (like silk road).
