The bags of rice are so you can use it as weight in order to distribute flyers made by the Goyim Defense League (GDL). You basically buy tons of bags, a printer, and brown rice bags or a bag of pebbles that contain 50kg worth of weight for a few bucks, then print out the flyers, put it inside these bags, add brown rice so it doesn't go flying, and you can distribute it pretty much anywhere except inside mail boxes because that's illegal
