People tend to be attracted to sexually dimorphic characteristics. Women tend to have wide hips, breasts, a higher-pitched and softer voice, etc. Men tend to have wide shoulders, to be taller, to be much physically stronger, etc. As a result, men tend to be attracted to wide hips, breasts, and son on. And women tend to be attracted to wide shoulders, height, strength, and so on. A man "choking" a woman in a safe way is a playful demonstration of male force and strength, of the sort of characteristics that men tend to have that women do not have as much. This demonstration of a sexually dimorphic trait can be profoundly attractive to women, for the same reason as why it's attractive to a man when a women rubs her tits on you.
