Also most of the "kids getting shot" are caught in a cycle of gang violence we aren't allowed to do anything about since it's just their culture.

Yeah, the word 'kids' does a heck of a lot of heavy lifting when you're generally discussing high schoolers. Most actual kids that get shot are poor things caught in the crossfire of teenagers and adults, who are too stupid to consider their poorly aimed bullet could go through the wall of a nearby house and hit a poor kiddo inside.
