Foreign aid is a drop in the bucket of the US Federal budget, but it buys a lot of influence in the world. Next thing you know, chinese aid will displace american aid and I don't think that the Chinese care more about human rights and democracy than the americans.
Here is that line again.
I'm sure the PRC would step in and improve your life, instead of dumping those cash on your politicians so they can exploit you further.
