Technically, yes. I world say they're "less stupid" rather than "more based" though. Because:

1. All commies are still stupid.

2. They don't have time for identity politics.

3. They're honest (or dumb) enough to acknowledge that bringing in their ideal society is going to kill a lot of people.

Why do people believe that? The Soviet Union pushed for ID politics as psyops or to show their support for anticolonial movements, they had more abortions that any country at the time, they sent a completely unqualified woman to space just because they could claim "first woman in space" title for proto-wokie points. Communism was never socially conservative and was always an "internationalist" movement.

Lenin legalized homosexuality and many of the og Bolsheviks were into it.

Just because Stalin and most of Russians were against buttsex doesn't mean highly ideological commies were against it.

But yes, homos fare 100 times better under liberal democracies than under some oppressive dictatorship

No, he really didn't. That's a popular Reddit exaggeration by commies. What happened is that they declared all czarist law overturned, which happened to include the laws against homosexuality. But it's quite debatable whether the legalization was intentional, what parts of the USSR had the changes, and it wasn't long before Soviets (under Stalin) banned it again in the late 1920s and early '30s. Even in the honeymoon of 1917-early '20s, the situation for homos was still awful both de facto culturally and even under treatment by police and courts with alternative charges like "mental illness."

So, it was never functionally legalized, and the legalization that briefly occurred was questionable in intent and efficacy.

As with all controversies, there's also a case that the changes by Lenin and his friends were intentional -- but I don't think there's a case that they ever cared to invest real effort/political capital into making the legalization very real.
