If you can't log in and get immediately booted after making a new account.

Switch to private mode and make an account. You probably need to clear everything in your main browser. It's also possible there is degradation on the ban, meaning initially nobody can make accounts on the IP but it's relaxed, so if you can't create an account in private mode/incognito, come back like a day later and try again. I just did it but also got my account killed 12 hours ago.
