School shootings are usually not considered terrorist attacks because in the vast majority of them, they have no political or religious motive, they're almost always done by angsty cute twinks who want to be edgy and cause the maximum amount of damage before an heroing themselves because muh evil existance or some shit, or in rarer cases something related to personal fights/relationships/drugs/gang activity.
