That's similar to the "good intentions, bad outcomes" story as to why they banned cigarette companies from advertising. Don't want to influence kids, so ban adverts (but that inadvertently solidified the incumbents' position in the market, so new entrants faced a higher barrier to entry). People still bought cigarettes because inelastic demand, so it was Great for an oligopoly. Regardless of that prohibition, kids found substitutes for nicotine products (thanks to substitutes), and the older people continued smoking. Cigarette consumption is down mainly because doctors say cancer bad, but that's not due to the advert ban...

Will small amounts eliminate the addiction though? Nicotine is why people smoke, and this is like a taper down of any drug, but people who want to smoke will just be forced to buy more cigarettes. That doesn't matter to us non-smokers but people who have no interest in quitting will be forced to spend more. It's probably more of a win for cigarette companies. It's not like they will lower prices and users will just smoke more at a time.

It's been a long time since I smoked, and I was never a mega smoker, but I think they would get sick after so many. I never could smoke more than two in a row without getting ill, and I imagine someone chasing the nicotine high going for five might feel the same way even if they are more hard core than I was.

This is to move people to vaping which cigarette companies recently locked down through regulatory capture. When every newspaper randomely started printing "vaping kills" stories big tobacco convinced the fda to make it prohibitively expensive to get into the vape market. Now they are working with the government to push all of their customers onto their newer, safer product.
