The main reason is all our industrial factories run off it and it would cost billions maybe even trillions to convert everything. Especially when it comes to our military shit that we're constantly repairing.
Though that doesn't explain why new factories don't convert, but a lot of that is probably so it's in sync with other factories so they can trade parts and shit. It's a bit of a "sunk cost fallacy" but it also makes euro seethe so it's worth it
