I try to be as thorough and helpful as possible with my posts, unfortunately some subreddits like r/fitness consider it as shitposting and I have commenced civil proceedings against their moderators, and am considering filing criminal charges against them. I actually want to use my experience with them as an example in machine learning and policing that's relevant to your post lol..
In this particular case they thought that I would remain quiet, as statistically most people do not really complain but usually accept their fate as banned/regulated/moderated/deleted/whatever, let alone commence civil or criminal proceedings and actually stick to them. So what I did they hoped I didn't do, as it never crossed their mind as it usually rarely happens. In cases where you do, they might throw a wall of text again quoting rules, that you challenge and they need to prove are relevant. They can choose to ignore you, but that would only give you leverage in terms of "I attempted to contact you several times, but you ignored my attempts to contact" etc. which is essentially not showing up to court and being found guilty in absentia, since you had no chance to defend yourself. There are several ways they can deal with it in turn, and the less practice they get dealing with cases like this, the more inexperienced they are and prone to manipulation.
Modern policing especially in large North American cities takes on a statistical approach. How policing works in North America it doesn't take a genius to figure out, and Canada and the US in particular are very lucky for having the majority of it's criminals being really stupid and uneducated. My aunt is a chief of police in the Balkans, in particular in Macedonia, where they utilize the Germanic system of criminal justice. It's a civil law system at it's core, unlike the common law system of the US and Canada where I reside.
Macedonia is a country where the UN Office on Drugs and Crime estimates around 80 tons of heroin are trafficked and smuggled through per year on their way to Western Europe and North America. In comparison, the Sinaola Cartel trafficked only around 200 tons in 15 years to the United States. I can tell you right now the contrast between organized crime, or a mafia type organization and a street gang is immense. Not only is policing extremely difficult in these countries due to low salaries, corruption and the prevalence of organized crime figures in everyday society(ie they employ a large fraction of the population in their front companies as legitimate workers) in addition to their powerful foreign connections, but it is also extremely difficult to succeed as a criminal over there. So since the late 1970's the criminal class in these countries have evolved to be some of the best in the world, ie drug cartels, Pink Panthers, security/insurance companies and their enforcers being mostly MMA, bodybuilders, ex special forces, etc. which is something you only see in movies like John Wick in the US and Canada, and most of this class of people tend to end up working for the police in these two countries. You cannot statistically police in places where people know each other, there is a mentality opposite from the North American one of minding your own business, and where cities are designed to be clumped together that make it difficult for people to get away with North American style street crime.
On the other hand, the criminal justice system, lack of laws, tons of legal loopholes and rampant corruption a well as cultural traditions making bribery a morally acceptable behavior is what allows it to go to it's strength. If the justice system, peer to peer censorship and policing was as fascist as it is in the United States, then that level of crime might not exist in those countries. On the other hand, some forms of policing are considered soft by Balkan criminals. In turn, the US really DOES NOT like when immigrants from the Balkans come there for this very reason lol. But yes, I like your idea. I wouldn't mind an arcade game like that where it eventually turns into a simulator/hybrid RPG-RTS-FPS game and you actually have to think instead of spray and pray. I liked the Godfather and Godfather 2 game's concepts, with the hiring muscle, I liked GTA San Andreas' gang territories and recruiting gang members to follow you around, I liked Saints Row improved take on that where they follow you around in cars. But those are all arcade games not meant for simulating crime. Hell I'd love to see the AI and realism of Arma 3 combined with the machine learning of Hello Neighbor combined with Godfather 2's criminal enterprise management system.
