They're against any kind of legalization efforts likely due to not wanting to admit that they actually abuse drugs and the drugs that they're prescribed can kill them. Nobody wants to admit that they're a junkie, especially someone that lives in the suburbs.
Moreover many retail stores caculate their available hours for part-timers based on shrink, and since shoplifting directly influences shrink, in a not-so-roundabout way shoplifting is often stealing hours from part-timers, who more than likely need those hours pretty badly.
