Something very similar happened in my town and it turns out it's a lot more complicated than that. Cops don't have the power to arbitrate civil disputes and dogs don't have some special status. It's at most petty theft but I don't think you'll find a prosecutor to charge someone over that. I think the guy had to sue and the judge ordered the dog returned but she just ignored the judge. Eventually she was charged with contempt, returned the dog, and paid the fine but it was a surprisingly complicated year long saga. The guy basically has two options. He can hire a lawyer and sue her, something a lot of people can't afford, or he can hope he finds a sympathetic cop who doesn't mind getting involved and bullies her into returning it on the spot. He could be pretty fucked though.
This is exactly why you microchip your pets. If anyone steals them all you need to do is call the cops, get the pet scanned in the presence of a police officer and if it comes up in your name you win. Plus you get to press charges. $110 saves a lot of potential trouble.
So tell the vet and then call the cops, tell them a dumb bitch stole your dog but you have it microchipped. Then when they scan for the microchip they'll find its registered to you and the vet can attest to the fact you own it (plus if your city requires tags you can use that as extra proof).
This isn't much more than a piss off if you have a microchip.
