If you just use your credit card, like say you don't have a PayPal account and you just use them as the payment processor, you can issue a chargeback through your financial institution and dispute it.

I think if you do it and you actually have an account, PayPal will freeze that account indefinitely.

To verify your PayPal account, you also have to link it to your bank. If the seller refused to issue a refund, and they transferred their money from their PayPal into their bank, couldn't PayPal just transfer the money from the bank to the customer? At the minimum, they'd put the PayPal balance into the negatives, and you would eventually run out of PayPal accounts, unless you want to keep making new bank accounts over and over.
