I mean, I guess the answer is sort of? But only when they feel like it. If Israel was invaded tomorrow, the USA would declare it a violation of international law and would do something physical. But if some other country we didn't care about was invaded, we'd call it a violation of international law and then do nothing much. The problem is that there isn't a real enforcement mechinism for international law, so Russia can take Crimea and Israel can build westbank settlements and both countries can be secure in knowing they won't have to fight. And force is the only thing that might stop them from taking land imo.

It's usually only done from scoped rifles or snipers. If the target is moving torwards you or standing still then from a certain range it's usually easy to hit. The protocol includes ranges for the matter.

It's still a very violent means, but not very life threatning if there are available medics nearby (usually are).
