Obviously, the most amazing paper is Tomoe River, at 52 gsm you get something your ink will show all the amazing qualities, it's perfect for notebooks (Taroko Design, Hipponoto) and I use loose sheets for my letter writing.
Wanna something with easier access? Rhodia coated paper from France comes in multiple sizes and designs (people love their dotted paper), works fine with graphite and fountain pens. The tear off notebooks are great for work note taking.
Lets go back to Japan, again. There's Midori, that produces stunning notebooks in their MD series, both standard and cotton enriched, the same paper is used in their Traveler's notebooks owned by any and all hipsters who post #wonderlust photos on Instagram.

I like a good #4 coated, but I hear some mills are experimenting with clay filled instead of coated. Much cheaper for about the same grade.
And the SCA++ products these days are pretty much indistinguishable from a #5 coated at about 2/3rds the price.

Hard to go back to 2 ply after you try 3, but 3 is stupid expensive. So I'm usually going with 2, despite it's clear inferiority.

Any copy paper will generally do. If it's something that has to be more presentable, I just use spiral bound toned paper.
I'm generally more of a digital guy though. If I need something actually professional, I just ask someone else.
