I actually saw a multi-page opinion piece in The Nation about this very thing. The basic claim is that what Flynn did is comparable to do everyday political activities for politicians such as eating and drinking, so if politicians dont have to declare the cost of their meals as a campaign contribution Cohen certainly didnt do anything illegal.
Now as dumb as this argument is on its face it gets even dumber when you realize in a lot of cases politicians do actually have to declare meals and the like as campaign contributions.

Whether or not that's true or not is up for debate, but there is no reason to lie about something Trump of all people said.
