The way I see it, emergency powers give the president the ability to authorize any military construction that he wants and they even have a giant bucket of money already allocated for this. Not the wall specifically, but a giant bucket of cash for miscellaneous building projects. It's more or less his to spend how he wants.

iirc the only time something similar has happened was with Nixon when he tried to impound money (aka, refused to spend money that was appropriated by congress for a purpose) for political reasons, and in that case the scotus ruled against him, upholding power of the purse being reserved to the congress.
It's not a perfect 1:1 example, because in this case he was refusing to spend money congress told him to spend (instead of trying to spend money congress has not appropriated for a specific purpose), but it's basically as close as we got, the core issue being can the president use his executive authority to override, circumvent, or otherwise usurp the power of appropriations from congress. This is slightly complicated in this case by the addition of emergency power considerations (which is itself a can of worms).
