Since the original comment never gave a reason as to why this was not cyberpunk I did not feel the need to respond to their question. However, since you actually bring up specific instances as to why you feel this does not fit without a snarky comment about the sub in general I will address your comment with specifics. First this scene seems to me straight out of Dudge Dredd's cursed earth. She is holding a modern (potentially futuristic) looking rifle that has a cable coming off the top of it leading me to believe the cable has something to do with an optical enhancement for the rifle and potentially plugged into her. The rifle is not a revolver or some kind of gun reminiscent of a gun that would be used in typical steampunk. Her harm also is clearly not cable or steam operated. The elbow clearly looks far more complex of a joint then one would find in a steampunk mechanism. However, it is made of rusted parts and there is A GEAR on the shoulder but this looks like something more aesthetic then functional. But with that it looks like something that might exist within a fridge community with in the context of Blad Runner city where the sexy clean and more modern tech is not available. Furthermore, leather has never been been omitted from a cyberpunk context. Now It is not raining and it is not gray but those things are not requirements of cyberpunk.
Steampunk subreddits are dead, and as a fan of cyberpunk, steampunk and most other xpunk (except actual punk, thats gay), I'm fine fine with it being posted there.
What the mod should have done is removed the dissenting posts, perma banned the dissenters and not responded. Like a normal mod. Its better for subreddit culture - and very cyberpunk.

If it looks like a futuristic version of old industrial technology then its steampunk. If it’s dreary and futuristic without referencing older tech then it’s cyberpunk
