It’s a way to prevent fallout. The theory is that if the subreddit is quarantined people will stop subscribing and then the less immersed subscribers will fade away. So when the ban comes down the subscribers won’t run amok.
For example, the day fatpeoplehate was banned was a total shit show. Legions of pissed off people were brigading random subs, making new subs, and running amok. There was no pre-quarantine, just one day, no FPH. When cringe anarchy went down, after being quarantined, it was pretty bland.
