Yeah, there's a worldwide network to make sure that the Comprehensive Test Ban Treaty isn't violated, so they can't hide that radioactive material was released. Maybe they figure that the data from their own stations might reveal something about the reactor? Or maybe Russia is so into lies and secrecy that they just did it out of habit?
