That's every country. You can't just pass a law saying that the military is subservient to the civilian government since the only entity capable of enforcing this law is the military.
The best you can do is the US situation where the military has a very long tradition of keeping neutrality. But eventually it'd have to intervene, and then of course Sulla went back to his cabbages twice but a hundred years later Caesar did not.
Cincinnatus is an even better example actually, not being an emperor to begin with and stepping down voluntarily. Though for my doomer timeline to make sense he should correspond to George Washington (who voluntarily stepped down after two terms), and then, as I said, should come a Sulla. I assume they all grew cabbages anyway (Washington had a distillery).

The neutralpolitics post on the topic was quite interesting since they had both sides debating peacefully which is quite rare on Reddit.
