It's not new, of course the phenomenon is as old as humanity really.
What's new is technology that drives this, and allows things that weren't possible in the past. Information moves super fast, it can reach everyone in the world no matter where, every single word, even the most throwaway sentences are recorded if you use your real identity, potentially forever, and anyone can start the witchhunt for the dumbest of reasons, and get widespread support and attention. Not to mention that sites like Twitter are designed to reward slapfights, meltdowns, spergouts etc., which encourages this behavior.
That's why I generally don't like the word "culture" in it, because it's not as much cultural as it is technological.

Very well said. It is also not a bad thing either. Our laws; institutions; and businesses do not have structures in place to act morally. I do agree sometimes people get cancelled when they shouldn't but a lot of people getting cancelled deserve it. Like the Dobrik Twerp or Harvey Weinstein.
