Basically you make a claim that sounds nefarious on a surface level, without including the details, and pass it off as evidence for a claim it isn't actually evidence for.

I'm guessing they will if it comes to court. The investigation is still ongoing and federal law enforcement doesn't tend to release evidence to the public before an investigation is over.

Also, there's little to no gain for releasing the footage and releasing the footage won't appease conspiracy theorists either way.

On a srs note, if we were assuming that the Clintons really did act like comic book villains and just murdered everyone that got in their way instead of planting CP on their hard drives like real life politics, it could be a way of vengeance but without being too close to the original news cycle. Russians assassinate counteragents in the UK in witness protection years after they're in hiding all the time.
