Thing is it's legit cheaper to pay them off because the implicit cost are HUGE, like yesterday I seen a refugee pissing on broad day in front of tourist spot and some shady gypsies walking around looking to pick pocket someone one. They basically decrease amount of tourist that would want to visit the country by giving them bad experiences and making the country look like shit so their presence indirectly hurt the country by millions.
