However, it's a big country with many beautiful tourist spots that are very safe. In a way, it's like the USA—going to someplace like Vermont is pretty chill, but I would never wander around Chicago.

From a brazilian cop, quick tip to you guys out there, if you want a tour around here and the city in itself is not a touristic one (the big ones usually aren't, an exception would be the cities by the beach) avoid the city center. They're usually the oldest district in town and normally hold the title for the worst neighborhoods around, having a high concentration of homeless people. I myself moved to a bigger city (Curitiba - Paraná) and felt this myself. Always ask around for the richest neighborhood, or the one that concentrates the entertainment, wich usually won't be the center. And for god's sake, stay WAAAAAY clear from any favela.
