It's not really the mods' fault that for some reason the whole userbase got taken over by those types of users. The many rules came about to try to fix the sub as best they could in the most fair way they could think of.

It's true it stifled the content. So I'm not really offering any solutions here, but I think they did the best they could given the situation they had to deal with. And it did improve the sub a lot compared to two years of being a CB clone. It's not like it was a great place and then all of a sudden they decided to implement a hundred crazy rules for no reason.
