Beyond that, it's a pretty common practice for Universities to approve events and then make event sponsors (usually student organizations, as is the case here) jump through a ton of hoops at the last minute in order to cancel the event without actually having to cancel it. The best examples I can think of are last minute fees that weren't previously mentioned or security details that the sponsors can't possibly meet in the amount of time provided.
It's pretty obvious that UC Berkeley didn't want this event to happen but if they flat out just said "No" they could (rightfully) be accused of censoring free speech. My guess is that the University has been horrible to work with, which is why everything about Free Speech Week has been a mess.
I'm just not sure why Milo and his group didn't schedule the event at a neutral venue in Berkeley, instead of at UCB

Free speech on campus is protected to a point - as in, you can't be arrested for anything you say. The tenure system further protects the free speech of faculty. But as for any obligation to let people put on events of one kind or another? They don't actually have to do shit.
They just don't want to look bad, there is nothing else forcing them to do anything.
