Not so much a plot hole but strangely sort of is considering his power. Law can teleport ANYTHING within his range to him or anywhere around him, people, ice, rock, buildings, blood, body parts, ships, etc. Why doesn't he just throw a rock and switch it with sea water at a fruit user? This seems like a major oversight. We already know he can move ice too since he was in punk hazard. Humans are 70% water...
Half these arcs would have been over in minutes if he did this. What's funny too is MIST can weaken devil users too, he could switch the air with water mist just enough to slice someone in half. I don't get it, he's CLEARLY switching water.

It doesn't work unless they're submerged in the water at least waist deep

In the latest movie luffy gets weak from a splash, this isn't true. There's entire videos explaining it. Waist deep is when they can no longer move.

Luffy has gotten splashed before, literally splashed himself in water twice during the war of the best. Film Red is some bullshit

Are you pretending like there isn't bullshit in every arc and movie? Whole cake has literal candy devil fruit, like a lot of them. Is there a fricking poop fruit why are there like 13 candy related fruits? Fruits can make entire dimensions apparently and now luffy is a god, I mean come on was it that much more insane?

There's always been wacky devil fruits. Like the chop chop fruit, being a cartoon god is old hat. Being weakened by water after 2 years of that not being a thing is way more bullshit
