Sakura's personality isn't that bad, but she has the substance of a side-character and the role of a main character.
She's about as interesting as Hinata, but Hinata isn't included in every arc and major plot beat, so she comes off better, even before comparing their "talents".

Yes, but she's also only relevant about three times throughout the series: Neji, Pain, and a miniscule blip in the Fourth War.
Her bullshit is contained. She's a footnote.
In contrast, the reader is stuck with Sakura through most of Part 1, where she's dead weight, and a good deal of Part 2.
When the series wants to do the big Team 7 reunion, Sakura is there. When they're fighting Madara? She's there. Kaguya? She scores the final blow (somehow).
This last point is a bit tangential, but her romance is also a lot more pathetic than Hinata's, mostly because she's competing for Sasuke's attention with Naruto (and usually loses, lol).
