It's basically naruto but minus the ninjas. A world where special eyeballs control everything. You can only have two so this creates a neat idea for an ability ceiling. Each eye type can mix and match powers for optimal strats. Maybe a teleport eyeball and a wall walking eyeball for maximum flee speed. Maybe explosion eyeball and slowing eyeball so no one can escape the danger. The whole show would be about people stealing eyeballs from each other to get maximum rule of cool effects. Again they can only have two, so you'd have to abandon one of you abilities to get another and maybe store a spare one it in a jar for the black market.

People can cultivate eyes based upon personality traits and experiences, it's possible to change your eyes but this is a maligned practice
The main villain is trying to awaken his third eye which is regarded as a legend through evil sorcery involving something bad(human sacrifice?)
You can increase the power of eyes through extinguishing others eyes which is a maligned practice that is carefully mediated within the civilized world
A black market where people sell prized eyes
Each combination of eyes has a chunni name
Certain clans have certain categories of ablities
