I actually really like the pacing of Black Lagoon. Too many Anime just go form fight to fight, with no in between. I actually prefer for them to focus on characters, world, or just go slower in general, it makes action hit better then.
Anyway I echo Fartman and recommend Bocu no Pico, the staple of Anime recommendations.

Black Lagoon probably isn't your show then, it isn't a big-overarching-plot oriented story. It is all about character. Plot is more of a setting to put the characters in motion.
Everyone in Black Lagoon has skeletons in their closet and you get a slow drip of it interspersed with heavy hits of badass ultraviolence. It's like a love child of Pulp Fiction's lawless underworld with the smoldering but never stagnant character complexity of Mad Men.

Lupin is boomer shit which looks old to zoomzoom eyes, part four is a good place to start if you're interested in the new art style. If you like the old art style and vibe then you can start with part 1. You're a boomer anyway, you can also start with the Lupin III: The Castle of Cagliostro movie as it was directed by Hiyao Miyazaki.
