Sorta both sadly. It's the best example of an anime that I'd like to recommend to normies but cannot.

It's unironically the least cancerous example of an anime with standard Japslop tropes that I've seen. At least for the first season that I saw.

Between the main characters getting together fairly early on and the fairly interesting artistic direction I'd say it's watchable for normies who are at least somewhat familiar with anime. Of course it's held back by being very, uh... Japanese when it comes to minors.
