According to the article, the day it supposedly happened the temp was between 6 & 17 degrees C, or around 40-60 degrees F. Not even remotely close to frostbite temps.

Of course, the fact that he took out 5 insurance policies before it happened was probably enough to make people suspicious anyway, but I guess he got one of them to pay up at first, so the plan was surprisingly closer to working than I would have expected.
