I thought they had the entire Internet blocked off in the first place from inside china? Would this still block through the vpns they use

the great firewall isn't like that. only a relatively small number of addresses are blocked outright. most of it works by matching keywords. it might throttle or drop the connection as a result. a vpn would avoid this "HTML trick"
