I'd guess the countersnipers weren't cleared to shoot until there was an initial shot, and they likely had someone trying to approach from outside the rally, or cover a different angle.

And probably someone was in Trump's earpiece telling him "We have a situation, gtfo the stage now, calmly"

Like 9/11, I don't think this was likely an inside job, but I also don't discount the sheer Take Advantage Of It of republican politicians
