In an ideal labeling service, there's a publicly known owner of the service whose reputation is staked, who recruits policymakers / managers who write the guidebook on operation, & reports processors whose identities are anonymous to the public & preferably each other. For trustability.

Reports processors should be anonymous to the public and each other so they can't be held hostage or blackmailed, & their "work" should be limited to answering a consistent yes/no question on each violation category against the reported content, so the "work" can be checked by others replicating it.

If the owner and the policy makers can't pull levers, can't process reports, then they can't abuse the system for personal reasons & can't be extorted into abusing it for others.

The reports processors ("lever pullers") should be restricted in their agency and responsibility because they're not trying to find the truth.

They're finding facts, and how those facts relate to a law, in a replicable fashion. They are juries.

The purpose of labeling services is to produce an economic incentive against or for certain behaviours.
