if we're gonna be pedantic about whether something is a metonym, doesn't apply only to things which are a subset of the whole? e.g., a thing X is not a metonym for Y if they are mutually subsets of Z but neither's a member of the other.

(At risk of being meme-y, which to be fair I am ever inclined towards, I tend to see her background as neither cop nor police but a secret third, also/differently derogatory thing.)
