IP bans as a thing are . . . well they're not entirely a relic of the past, but they are heavily overrated in the modern day of portable mobile IP-capable devices. They're closer to "annoying" than "final word hammer of Thor colony drop"
Any persistent bad actor would trivially get around one!

yeah, the current ipv6 standard i think was defined in an RFC in the mid 00s but had been worked on for many years before being adopted in ~2014.

on the note of IP bans, if your ISP provides you with an IPv6 internet address the chances are you don't just have one address you have a block.
if you talk to your ISP they might tell you what your block is and you could potentially have access to tens of thousands of internet facing addresses.
