Cultivating a reputation of supporting hatred of a person is functionally excluding that person.

"I'm not excluding you, I just believe that you're an abomination before my God who should be stoned to death and not allowed basic human rights, such as equal access to government and your own culture and the ability to marry"

is not a valid claim.
