So, the USA doesn't manufacture silicon chips domestically because the infrastructure to manufacture silicon in bulk already exists outside the united states, it has an enormous threshold for setting up the infrastructure, and there is no advantage to manufacture domestically. All the jobs for tending the factories are low-paying; the high paying careers in silicon design are in design, not manufacture. Foundries' major cost reduction factor is the cost of construction of the facility. That's lowest overseas.
