A few years back I spoke informally to someone who was working on making phone batteries explode via bad software, but it was more of an InfoSec™ Company® PR stunt thing than active warfare, and I don't think they succeeded anyway

Also how to do it with something as dumb as a pager? Do they all have a secret code 8003 where if you page them with that they explode?

IED rigging. Pager has a piezo beep and a vibrating motor, independently activated on different messages or incoming numbers. Swap either one to the trigger. Maybe even the LED light channel for hearing impaired alert use.
