One subreddit I run - for my hometown - has one rule:

"Be Excellent To Each Other. Don't Be a Jerk".

It covers 100% of all the toxic behaviour, and is entirely fair.

All the pages and pages and pages of broken-out rules exist because some people think i.e. being a bigot is excellent

90% of countering toxicity is having someone who sees it and responds to it promptly with "Nope, that's not allowed here" - setting boundaries. 10% is paperwork on the ones that don't listen.
