Harris County is where Houston, Texas is. Her sound bytes in this TV spot is that she wants to fight back against immigrants. Her district is the most ethnically diverse area of Texas. She's doing GOP Law & Order messaging.

The fact that I'm seeing this spot in Dallas, an entirely different media market, is probably important to note, too.

Cruz and Ogg aren't targeting her district's voters with this messaging.
