The description in the Reddit post is that it doesn't claim to be for anything in particular. It's merely a return envelope. If it was shipped and arrived in the mailbox by USPS, there'd be an absolute uphill battle to prove malfeasance. It would be a perfect ratfrick.

To make people mistrust mail in ballots, likely. Blaming USPS for their ballot never arriving, because who makes note of the address on the convenient ballot return envelope?

Destruction of the public trust in services & institutions is a terrorist thing.

A ratfrick operation whose goal is to get a few very high profile "screamers" — people whose votes never get counted, whose ballots are used to try to blackmail them, who then make very public cases about it — do so to destroy public confidence in i.e. USPS & the mail-in ballot process.
