So all User Content Hosting Internet Service Providers focus first on "Behaviour On Platform"

And there are an awful lot of behaviours that fascists do online which are generally also just torts and crimes

So if you want to punt the fascists off your site, you make i.e. a mechanism that enforces interpersonal boundaries (c.f. Reddit's / BlueSky's opaque block mechanisms) and then action the accounts that circumvent that block, b/c fascists inherently disrespect boundaries
