The average ones like Listerine, Crest, etc do not use oils as the active ingredient(s).

— from listerineprofessional.com, regarding non-alcohol mouthwash. FWIW, Alcohol is listed as an inactive ingredient on regular Listerine.
Those -ol substances are technically cyclic monoterpene alcohols, but I was crafting a layman's explanation, so I stuck with "oils", because the original formulation of Listerine used extracted thyme, mint, and eucalyptus oils.
