Kinda like how game developers will let confirmed cheaters do their thing for a while, accumulate a list of accounts, then ban all of them at once to avoid tipping offenders off to their detection methods. Every couple of months (give or take some weeks) ban every confirmed fash on the blocklist.

It would require BlueSky T&S to trust users maintaining blocklists, which is very unlikely.

What they'll more likely do is action user reports on intolerance, violent threats, & block evasion, especially if there's organised block evasion.

BlueSky T&S is not going to trust users maintaining blocklists, but they will trust users running blocklists on federated instances. So, instances will help because I assume an instance's blocklist will not be visible in the UI
